you need both of the device have the application to establish connection.
The iPad is not a phone. You can, however, make phone calls via one of the IP phone services such as Skype as long as you have an Internet connection from the iPad.

i bought i pad 2 with 3G and were thinking i can use it as phone also
but i surprised i cant use it as phone, in this case apple say to people you have to carry ipad 2 and iphone 4 and its not a good thing to carry two devices with same operating system am planing now to replace my iphone 4 with windows phone 7
So then you'll still be carrying two devices, just with different operating systems. How is that better?
in both cases apple till us you have to carry two devices with respect to me i prefer to carry two devices with defirent operating system to take the advantage of the both devices
Well that doesn't make any sense at all.
Why did you buy an iPhone?
Why did you buy an iPad?
Why didn't you buy a windows phone in the first place? My guess is that you preferred the iOS and the iPhone. To change just to have something different seems strange to me. You will lose the consistency between the operating systems, shared apps, syncing capability and many other features.
If anything it makes more sense to have the same OS on your mobile devices for those reasons.
I am sure you will regret the decision but it is up to you. Makes no difference to anyone else on here what you do but I for one would never fragment my technology like that.

You need to install apps like Skype, Viber, MobileVOIP or any other VOIP apps, then you can make phone calls when ever you have 3G or wifi coverage on your iPad.
yes i like IOS and Mac OS but i dont like this salling stratige from Apple
I have just bought an iPad with 3G, thinking that I could use it as a backup phone device - for example if I leave my phone in another room or if the battery runs out on my phone (which has been happening a lot with my iPhone recently) - and I am astonished that it cannot be used in this way. In fact, "astonished" is too strong a word, because Apple often put in restrictions for commercial reasons that have no technical justification.
However, I can't see why Apple wanted to stop people using an iPad as a phone....?
It's never been marketed as a phone nor as having full phone capability - just FaceTime and Skype type calls. From a 3G point of view it's the same type of usage as you get from having a 3G dongle on a laptop.

I am still extremely frustrated that the iPad2 3G doesn't just directly support voice calling and SMS messaging, just like an iPhone. It also seems that internet tethering, that works fine with the iPhone, has been disabled on the iPad2 (grrrrr.....).

I was over in Europe recently and there were cell phone service EVERYWHERE. I guess you're looking for free service. Try Skype although I have to warn you it costs 2¢ a minute unless you call another Skype number and then it's free

Tethering disabled on the iPad. And where pray tell do you see that? AFAIK, tethering has NEVER been an option on the iPad. However, you can tether TO an iPad from an IP.
Maybe you should be writing Apple directly instead of venting here about stuff that NEVER WAS.
Unless you plan on holding the iPad up to your ear, I can't understand why this would be an issue.
I mean you can buy a earpiece or download some type of video calling program, then I guess.

This is one of the LAMEST threads I've ever posted to. HEY ROBOLZ, THE IPAD IS NOT A PHONE. No one ever said it was a phone. Apple didn't sell it as a phone. What are you smoking?
That said, yes you can actually make calls with an iPad using Skype and I believe some other apps as well. Two cents a minute unless you're calling another Skype account and then it free. Youl do need wifi for Skype although I hear rumors that it someday will also work with 3G.
As to tethering from an iPad, that feature is not disable, it just never was there in the first place.
Sign me as no longer interested or watching this thread.
