I can not install game (littelest pet shop) with error code1009

The code means that you are in a country where Apple doesn't do business - until if/when they do so, or you move to a country that has an iTunes Store, you will continue to get the error

It is not discriminatory in any way. It's a simple business decision. Iran is not the only country on the planet where Apple does not do business.
