Yes you can. But it will be pixelated in full screen mode. The experience won't be as good either.

If you are at a place that has WiFi it will use that signal, if you are driving so long as you are not streaming music or a movie you should use a marginal amount of data with receiving email and notifications.

No you don't need to turn off cellular data when using WiFi, the iPad will default to the WiFi connection. If you download the movie it does not use data when you watch it.

It starts downloading once you finish your rental transaction, you have 30 days you can keep it on your device before starting it, and 24 hours to finish it once you start watching it.
I got a car iphone charger for Christmas like 2 or 3 years ago. Will the belkin car charger work even though it says for ipod & iphone? Would it be safe to even try it?
It will work albeit very slowly if the iPad is asleep or off. You would be better off getting a new one that is designed for the iPad

Yes, but once again you will need to shut the iPad down or put it (and leave it) asleep and it will take much longer to charge it. Use your iPad charger that came with it or buy this:

When you sign up for 3G service through Settings on your ipad does the charge go on your AT&T bill? Is settings the way you check to see how much data you have left?
