which alternative to iWeb?

Having to advise an alternative to iWeb (we don't like it) to develop static pages (without database) which one would you recommend? Here some requirements:

- Mac OS 10.5 (Leopard, no Snow, no Lion)

- wysiwyg layout, but with the option to edit the code when required

- when required, possibility to edit the stylesheet (css)

- integrated upload of changes (via ftp) to the provider

- final result compatible for iPad (so, no Flash but rather HTML5)

- management of photo galleries

- not necessarily free, but fair price (so, no Adobe)

After some search, I think to consider one of this:

Flux can be used to edit/insert some codes in an existing page (e.g. metatag, image alt attribute, Google fonts, nivo slider, buttons, drop down menu etc.) as a text editor but not to create easily a new page in the iWeb style. iWeb users who believe to find the miracle software and continue an site created by iWeb will be disappointed. The code of an iWeb site is so special that I advice no software to add new pages an iWeb site, except iWeb. If you want to change your software, give up your old website, start a new one from scratch.
