I would like to find out if there is a way to attach a file to an existing reply email or to write the email first then attach the file?

Don't give up!
Take a look at some of the workarounds that several of us have posted.
If you have your resume in a email you've sent to yourself, reply to that message, then copy your resume. Close out of that email, go to the one you need to put your resume in, reply, then paste the file you copied.
I haven't tried it myself, however one of the posters above mentioned those steps as an option.
Give it a try before giving up!
@wisdomwheels: I had the same problem as all the users above. I thought I had it figured out by doing the copy paste from one message to another. It only pasted the icon image of the file of the file itself.
I come from many years of using Blackberries for business. I always wished we would be switched to iPhones and felt bad for RIM until recently. I now got the iPhone from work and understand that Apple has still a long way to go before iPhone can become effective enough to replace the BB in the business world.
Here are some of iPhone mail's shortfalls that I discovered in just 2 weeks.
1- attachments on reply (this thread)
2- exchange (outlook) notes and iOS notes don't synch.
3- can't set "out of office auto reply" from your iPhone when you just remember at the airport that you forgot to set it from your desktop.
4- can't set message priority (high/low)
5- can't separate work emails from personal mailboxes. Need to be able to show separate new/unread emails for separate mailboxes like work, hotmail, etc.
6- can't enforce spellcheck prior to sending.
7- sent messages don't retry when it initily failed. It simply stays umdivered in your sent folder until you look at it again in the sent folder.
Am I right, world?
All this said I'm not a fan of Android either. Needs too much maintenance an attention. Just like Windows compared to Mac.
Overall I like the iPhone better than Android and BB because it does more other stuff (example, I can remite desktop into my computer using all free apps which I couldn't with BB), but Apple will have to address the mail application weaknesses.

The only way to tackle this problem is as follows, combersome, but no other option as of now
1. First attach a file in a new mail
2. Go to the mail which you want to reply with attachement
3. Copy the entire contens of the mail and paste to the new mail
4. Do not forget to copy the subject and type Re: before the subject contents.
5. Your mail is ready to reply with attachment.
Advice : Easy if yout open you mailbox in two apps, I do it using "sparror" and Apple mail box.
At times our smartness is required to tackle these so called smart phones!!??
This advice about the iPhone needing a central storage space is all HOGWASH! What with a jailbreak app AnyAttach providing this function on the iPad, why the delay with the "powers-that-be" at Apple? I feel like my business needs are being held hostage by my ethics for not wanting to jailbreak my very expensive (and multiple) Apple devices. C'mon Apple engineers, hear our plea already!!
Press and hold one finger anywhere on a blank space until the magnifying glass shows. Release your finger and 'Select, Select All and Paste' appear. Use the arrow on the right of that box to scroll. Here you will find 'Insert Photo or Video'. Click on that and it will open up your camera roll. Select the picture you want and it will open in a preview. Select 'Choose' on the bottom right hand corner and it will then attach it to your email.

I totally agree with you and I have decided to switch to Samsung android as Apple is no longer top of their game. If their customer service are careless/unprofessional like this then I am will be surprised if this company will be able to compete for another 5 years. Unfortunately, I used to be a big fan of apple but enough is enough and I am switching regardless of the cost of switching.
Good job wizdomonwheels I am sure Steve Jobs is proud of you.

You do understand that this is not Apple Customer Service, right? This is a user-to-user technical support forum. Almost no one here works for Apple. There are a few Apple staffers who can be identifed by black apple avatars. They have not participated in this thread.
Why the need to slight me? I'm just like anyone else on here trying to help. I don't work for Apple and have no control about their decisions.
I did work for many years for them, so I have an understanding of the thought process, but no longer have any connections.
Since posting, I've also been curious about this issue, as its bothered me as well.
There's a third party mail app called AltaMail that does some of the things mentioned, but the look is a bit funky.
The main point we all have to understand about Apple is they don't like to release a feature without a lot of thought behind it. A good example of this was the much requested "Copy/Paste" feature that took until iOS 4(?) to be implemented.. Over 4 years people waited! Now we have the feature and it works very well. It sounds to me like there's probably something similar with attachment options... At least I hope there is.
Slowly we're getting features on iOS that we wish were there earlier.. Flagging, multiple signatures, central inboxes, etc. my pet peeve feature request is the inability to do junk filtering from an iOS device or iCloud email account... That missing feature makes me a sad panda.
So, bottom line is I feel your pain, and agree. I also understand why some of the features aren't here yet.

First of all I would like to apology to you as I thought you were working for Apple and this what made me go crazy.
Secondly, as you mentioned Apple are taking there time to apply mandatory stuff for any smart device. This was acceptable when apple was a solo player. Now the market has changed and they need to work faster otherwise customers won't keep waiting.

This is a workaround that I used during a recent job hunting phase. I created and saved multiple draft emails with my attached résumé using my laptop. Then, when I had only my iPhone handy and found a job to apply for, I'd go into my draft folder and pull one of these up, type a cover letter into the email, and send. I know this tip is of limited use, however I do hope someone finds it helpful.
I just sent an email reply with an Word document attachment. Here's how I did it:
- emailed the file to myself in another email
- forward the email (including the attachment)
- press and hold the Word doc icon.
- Copy
- cancel forwarded email
- go to email I need to reply to
- reply
- paste attachment
- send

I just recieved an iPhone from my company becuase my Droid died after 2+ years of use. Well, this issue is really pathetic, and attaching files from my Droid was soooooooooo easy and seamless. This is totally unprofessional of Apple. Very unimpressed with this iPhone 5c
Apple's Mail app cannot do it (except with photos and videos in iPad's Photos app) but Google's Gmail app can, with a little help from Google Drive. Install and login to Gmail (https://appsto.re/my/iRBmz.i) & Google Drive (https://appsto.re/my/Z2yrE.i) apps on your iPad. Save/upload your files from your third-party apps to Google Drive. A lot of apps allow saving directly to Google Drive eg TouchDraw, CamScanner etc which I use a lot. Apple's Pages app can 'Send a Copy' to Google Drive (also to Box, Dropbox, iCloud, OneDrive etc).
In Gmail,
1- Open your received email;
2- Tap Reply;
3- Tap Attach (paperclip icon);
4- Select 'Insert from Drive';
5- Navigate to and select file(s) to be attached from your My Drive, and
6- Send...
Not sure if it is the real file that is attached or just a link, looks like just a link. Might work too with Microsoft Outlook app in combination with OneDrive but I have not tried yet. Apple should make attaching ANY files to email replies work, at least, between Apple Mail and iCloud. Better still between Apple Mail and a few well known cloud storage such as Box, Dropbox (https://db.tt/10Ffumpm), Google Drive and Microsoft OneDrive.

Unless I missed something, I don't think that is possible. In Apple's Mail app on iOS, I cannot find any way to attach files to an already opened email msg, let alone attaching from iCloud, be it for a new email msg or a reply email. Attaching can only be done by opening the file to be attached in its own app (eg opening a word processor file from inside Pages or a spreadsheet from inside Numbers) & send the email from there, not from inside the Mail app, unless you use Google's Gmail app which can attach files from Google Drive.
Does anyone have an update? This is 1 of 2 reasons why for my work needs as an executive, I sold my iphone 6s (i had iphone6, iphone 5s, iphone 5, iphone 4 and waited as long as I could working without this feature) for a Samsung S7. Is there an app that will allow attachment of documents (not pics), in a reply or forwarding chain of emails as a work around?
