Hardly.
I seriously doubt that there would be ANY purpose in manufacturing a USB cable without the power wires!!! This is NOT the case.
OK, so what is your explanation? I've seen lots of USB extension cables that are data only.
I have a 6 foot Apple cord and my phone charges just fine with it. So it isn't the voltage drop in that length of cord. Whatever it is, the problem is in the extension cord.

My phone is a 3GS, and I have the old cable. Does it still have an active circuit?

No.
There is a button on my PC that says "Stop e-mail notifications". I suspect that would stop the emails to you.

So what is the real problem here? Is my iPhone going to explode? They basically disallow everything with the product. It seems the iPhone is a faulty product altogether.

I just put the USB plug in another plug socket and it worked fine
