LED flash alert not working.. Updated

iOS 5 LED Flash Alert not working on iPhone 4.. Updated twice & restored. All other new iOS 5 features working... Pattern Vibrate & all... But face down, face up, dark room, feature turned on.. No Go... No groovy flashing LED on email, text, or incoming call...

Thoughts anyone..

My iphone 6 with ios10.3.2 flash led alerts buttons are all ON but when I test it wont work? What do I need to do?

Lock your screen, it will only flash on a locked screen. Yes I know, I too would like it to work even on a non-locked screen.
