KiltedTim, I'm not sure why you would feel the need to ask the OP why they want to turn off 3G? Why? When they have stated that is what they wish to do? Why would you pointlessly question their motives?

I used to be able to turn off 3G on my 4 but not my 4S. Its an irritating problem for some people including myself, who live close to a 3G tower but not close enough to make the 3G signal useful. The phone however seems to think the 3G signal is useful, until I come to use it. Then it drops out. That's why most of us want to disable it sometimes.

Actually, you can. This option is back in iOS 5.1 beta, and if a feature is readied in beta it has never in the past been taken away AGAIN. The only reason they would get rid of a feature added to the beta would be if it compromised the phone in some way or violated some legal requirements or contracts with the cell carriers. Expect it in the public release of 5.1 for sure.

Yes, features have been in beta releases and not in final releases, for just the reasons you mentioned and, for ones we probably will never know. Until it has been released, nothing is set in stone.
