Today I purchased the iPhone 4S and noticed it does not have the Face Time application installed. In settings I have this app turned on. Where/how can I download this application?

Anyone know if Facetime is banned in Germany. I bought an iPhone 4S there and it does not have it. Thank you.
Facetime is not banned in Germany, only Saudi Arabia and UAE. When you say that it does not have it where are you looking for it? There is no Facetime app; it is enabled in the Settings app, then will appear as an option on each contact in the Contacts app.
Hello .. i Have an iphone 4 and i have the facetime in my settings ! i bought it not from UAE... and my facetime is Activated !! recently when i try to make facetime call its stuck on connecting !!!! can u help me ?
If you purchased a phone in UAE that has facetime on it, it was imported illegally. It is banned in UAE. You will not be able to successfully place or receive a facetime call from inside the country.
