Icloud is greyed out, how do i turn it on?

I noticed my iCloud grayed out as well. Yes, I had restrictions on, but it wasn't like that when I originally had restrictions set. I set restrictions to keep my small children from deleting things on it and to prevent in-app purchases. I turned off the restrictions, iCloud came back to full use. I set my restrictions up again, and i still have iCloud. So, it is not a normal function just because restrictions are on that iCloud grays out. You can have restrictions and still use iCloud. If you go towards the bottom, under "allow changes" you will find accounts. If you disallow changes for accounts, it prevents adding/removing or modifying account in Mail, contacts and Calendars.

As long as you leave accounts alone, you are good to continue use with iCloud.
