I am having the same problem. I contacted apple support twice, but they just made some suggestions that I have already tried, such as - make sure restrictions are disabled, reinstall the app, change cc information, uninstall and then reinstall the latest version of itunes. I have literally tried everything, if not more, and I still have no luck. I am unable to make in-app purchases on both my iphone and my ipad.

This is happening with all my comic book apps for a few days now (DC, Dark Horse, Image etc). I thought it was an isolated thing but at least now I know I am not crazy.
Tried it today again... successfull. Seems it works again for me.
I'm not able to make in app purchases either. I thought it was the beeline games but it's ever game I play. They all say it can't connect to iTunes and to check the connection. The connection is fine I've tried on wifi and 3G. I don't think there's a fix for it yet. No one seems to know what to do. Anyone on here have any suggestions?
This problem popped up for me today on the iPhone. Interestingly, in-app purchases still work on my iPad using the same account information. Is the only solution simply to wait for Apple's servers to straighten themselves out?
I scoured the web, and found the solution: sign out of your iTunes account in settings>store and try the in-app purchase again, it prompts you for a sign-in, and after that all is as it should be again! 😀

It works but I have to do that each time I want to buy anything. There's definitely something wrong on apples end.
I can't make an in- app purchase. Every time I tried it pops up a message: "please contact apple support to complete the transaction and I did. They still don't know why it doesnt let me...

This did not work for my issue with "cannot connect to iTunes store" I've had this problem for so long that I'd given up until today. How in the world can Apple or iTunes not help fix this issue for it's users?!?
I have no idea. I havec a temp fix if you go to the settings and store sign out and in again it will temporarily work. I've given up. I don't want to buy apple care and have them tell me they can't fix it.
I've tried that fix too. It didn't work either. I was contemplating a "Restore." Has anyone tried that or think it might work? I'm just ticked that Apple and iTunes won't try and fix. More ticked are the developers that are losing money because of this.

The message I keep getting is "You must purchase the app that this item is for before you can purchase the item." Now, this is about the most ridiculous error message I've ever seen. How do they think I was able to attempt an IN APP purchase if I have not purchased the app??? I tried logging out and logging back in, shutting down and restarting, turning restrictions on an off ... Nothing seems to work. I contacted Apple customer care, and they didn't know what to do either. I'm beyond frustrated.
I already tried hard closing app, reseting iphone, reinstalling app, signing out and signing in again to itunes etc, nothing worked...
SOLUTION:
iTunes or your credit card randomly report fraudulent activity without you knowing if they see weird or high amount in app purchases. So call your credit card first to make sure there's no locks on it. Then contact iTunes (express lane online is fast at itunes support)

and they'll take off the block thats on your account due to fraud by reseting it and it'll work in 30 mins after that. I just did it and it worked.
