Not true!
Those iPads may come with a preinstalled micro-SIM card from T-Mobile (similar to the AT&T iPad), but this does certainly not mean that the iPad is locked to that carrier.
Simply replacing the preinstalled micro-SIM card with one from another carrier is therefore perfectly possible.
Agreed, most providers do not sell the iPad as carrier locked. However, T-mobile will not be selling a cost subsidized iPad unless it is carrier locked. It may be possible to unlock it at the end of the contract.

How is an iPad with micro-SIM card tray locked to a carrier, if replacing the micro-SIM card from a different carrier is perfectly possible?
I guess in a similar method to an iPhone being locked to a specific carrier. Certainly the SIM card can be changed, but that doesn't necessarily mean that any new SIM card inserted will work. While it is certainly possible to purchase carrier unlocked units in the UK. It is also possible to purchase a carrier locked unit, as appears to be the case for the OP. Please note this is not the case in Canada or the US. Units are sold as carrier unlocked.

Do you have any hard evidence that an iPad + 3G with a preinstalled micro-SIM card is locked to one carrier only and that replacing this preinstalled micro-SIM card does not allow the user to move to a different carrier?
Please note, we are talking about the iPad here not the iPhone!

In your example you mention one and only one person who thinks that his iPad is locked to a certain carrier.
Question 1: When the micro-SIM card is removed from an iPad and not replaced by a new one, how can one still use any carrier at all?
Question 2: If a completely different micro-SIM card from a completely different carrier is now popped into that iPad, why should that iPad still be "locked" to the previous carrier?
The last post in my link quoted an email from T-Mobile... I've no reason not to believe it, especially since I've seen other threads reporting the same. Dig them up if you like, I don't need to.
Based upon a couple of your comments, perhaps you don't understand locked/unlocked. A locked deivce can only use a SIM from the carrier it's locked to. Putting any other SIM in will not work. It's the same with an iPhone, many of which are locked but will physcially accept any SIM.

Perhaps you don't understand that the iPad is not an iPhone, they are therefore not the same!
Except for the locked Verizon iPad 3G, other iPads 3G are not locked to a carrier.
