Going nuts with this too! Am about to try your way Jeff. Do I need to include the " " in the person's name??
After all is said and done, Mailshot for a few dollars is by far the easiest way to go. I finally did that and am very happy.
I can add to the group, remove, etc. very easy. ( I researched a lot of the apps and chose this one; I am not affiliated with this or any other company).
I don't remember exactly, but I think they have a free trial. I use it on all my apple devices.
For some unknown reason, apple will not address this issue.

The lite version only allows three groups of up to 5 people, but it is free, and you can upgrade with a one-off in-app purchase to lift the limitations.

I did include the " " but when I look at the addresses in the phone the " " are gone. So I guess they are not necessary.
Don't understand Apple on this issue, but I am fundamentally against buying apps that I don't have to. For many people it isn't an issue. But this solution uses the contancts app and mail app already in the phone.
EASIEST SOLUTION!
Well, this is how you should do it:
1. Open Notes app, and type all the emails you want in the group separated by commas.
Like this: name1@mail.com,name2@mail.com....
Important: no spaces, dots or anything else needed only commas
2. Select all and copy to clipboard
3. Go to contacts and creat new contact like "my group" or so
4. Paste the mails from clipboard to the mail field
5. Save the contact and on mail app send mail to "my group" will do the job
I see it change the format and add envelops
This is how it's should look like:
Mail1&mail.com,mail2&mail.com...
Replace & by @

I use an iPhone 3G (iOS 4.2.1) and a Mac mini with OS X 10.8.5 (Mountain Lion).
I have this problem with e-mailing groups, too, and I do not want to engage in any of the complicated procedures suggested by some of the contributors to this string, so I downloaded and installed 'Groups for Contacts'. This seems excellent, but still leaves me with a problem. On my Mac, in 'Contacts', I have already created the various mailing lists (groups) that I want to use. But these groups do not appear on the iPhone, either directly by typing their names into Mail, or in Groups for Contacts. Is there a way of making them appear on the iPhone, in Groups for Contacts or otherwise??

Are these "Smart groups" (based on a rule) or the more standard groups, typically known as "Address Book groups"?
Address book groups should synchronise across to your iOS devices without any trouble, but Smart Groups don't (as they are a rule, run when email is created on your mac, rather than a list of contacts)
I created the groups in Contacts on the Mac by typing a name for each group and then dragging individual contacts to the group's name, so I presume the groups are 'Address Book groups'. They appear in Contacts on my 'phone exactly as they do on the Mac, but if I want to send an e-mail to a group from my 'phone and I type the group's name into the address field, this is not accepted as a legitimate address.

Optimistically, I installed an app. in my phone called 'Groups for Contacts', which shows all the groups and in the total contact list shows the ones in a selected group by big check marks. But there seems to be no way of using that situation: the group-names are still not accepted as e-mail addresses.
This only took minutes when I used my mac mail on my laptop. I already had a group in my contacts which you can drag into the "to" field. You then select all (command A) and copy into the body and it will be formatted as Jeff described. I created the contact just like he said and Icloud did the rest. Awesome!
