I had the same problem and tried new batteries, cleaning the contacts, and at that point I found one of the positive contacts was loose. I could push down one of the positive contacts with the tip of a pencil and it would move and click, where as the other one was unmovable. I placed a small piece of tin-foil into the round terminal hole on the loose contact and it works now.
I have read many of the posts, and if the LED is not green, your mouse is not powering on. It's not a software issue. I would try new batteries, clean the contacts, and check for loose contacts at the positive and negative terminals. The negative terminals are easy since they are spring loaded and easier to see and check. The positive terminals are tucked away and you need to gently push on them to see if they are loose. The positive terminals should not move when you gently push on them. You can add some tin foil into the loose positive terminal hole, or replace the mouse. I hope that helps.
