I have numbers on both my iPad and iPhone. Both are set up for iCloud. It is my understanding that they should automatically sync my spreedsheets. Is that wrong? Is there a step I'm missing?

No you're right.
As long as Documents in the Cloud is turned on in the iCloud settings for both devices, you should be able to see documents you started on your iPhone, on your iPad and vice versa.
It is set up that way on both. I have three spreadsheets on my iPad and they don't appear on my iPhone.
You're using the same iCloud account on both of your devices correct?
Hmm... Go to icloud.com and see if you can see the documents there.
I went to icloud.com and the documents are there.
I read through the support pages and everything is set up correctly. I'm sitting with both devices open in settings and comparing everything down the line. They are the same. Both have the latest iOS as well. Iphone 4s and Ipad 2, so not a hardware issue.

BTW - All my other syncing is working perfectly.
If you go into the Pages app on both devices and look at the settings within the app is there anything in there about iCloud?
Didn't see anything about icloud in either app.
Then this is definitely odd.
My best bet would be to call AppleCare about this since they have more knowledge at their fingertips and also just to get a professional's opinion on this.
Any update? My numbers documents appear on my iPad, but not on my iPhone.
I have exactly the same issue as described!
Found the answer in https://discussions.apple.com/thread/3396658.
The issue was that I had 2 icloud accounts (my original converted from MobileMe and a secondary iCloud account). Once I removed the secondary account, Numbers synced automatically.
Hopefully, Apple will fix this issue, as having multiple iCloud accounts on on iPhone is useful.
