My iPhone is giving this popup that says: "Unable to Purchase: 'The Simpsons Arcade FREE' and 1 other item could not be purchased at this time. Please try again later." frequently when I try to update or install any app. (The app installs fine though.) Apple Care suggested I choose Reset All Settings to get rid of the problem. My question is, what exactly happens? Do settings and preferences in the apps get deleted too, or just system settings?
I did this but now i can't sign in again! It say "cannot connect to the iTunes Store "

Does it delete contacts? From what you said, it sounds like it only resets the things in the settings app.
It resets all settings that you have set under the Settings app. Contacts are tied to iCloud, so they are not affected. Your Wifi will be reset, all of the various settings options you have selected will be reset, so you will have to go into Settings and check each item to reset the various options.
No data or other items will be affected.

Reset all Settings has no affect on iCloud. If you had deleted notes, you would need to recover them from the Deleted Notes folder. If they are not there, then resetting all Settings won't help to get them back.

Please if i reset my second hands IPhone 5s all settings,the owners iCloud account will come after the reset or it will erase the iCloud too?
Will it not delete photos, apps or anything like that. If U press reset settings will it unlock restrictions because I forgot the password.

If you forgot the restriction passcode, you need to restore as new.
You cannot restore from backup since the backup also has your passcode.
Reset ALL is vague. Where can I find a list of EXACTLY what is reset so I can go back and restore ALL settings that were reset?
