You can email it to yourself, you can use DropBox if you use that service - there is a free DropBox app available in the App Store, You can use iOS file sharing or you can drag the pdf into the books library in iTunes and then sync - but you have to have an app that will save pdf files on the iPad.
iBooks and Adobe Reader are both free apps that will let you open, save and read pdf files. That is all that you can do with those two apps but if just want tp save them and be able to read them, the will work fine. Adobe Reader support file sharing.
All you need is
1. iBooks installed on iPad
2. iTunes installed on your computer (PC or Mac)
3. This guide to do the transfer
There's nothing complicated in transferring PDF or ebook files to iPad. I don't understand what all the fuss is about.
A lot of apps allow to sync with the associate web app or cloud services like dropbox. Personally I use my business app Beesy and its web platform Beesy.me to upload the pdf on my desktop computeur and display or download it from my iPad app. Since most of the pdf I use are for work, I usually display and edit them within my business app.
Look for app that allow this kind of feature 😉

Why would I want to do that? I don't have any difficulty getting pdfs to my iPad. And, I don't have a Windows computer.
I download my PDF files from a PC. Make sure you have i-Tunes on your computer (Get it from QuickTime) and the Adobe Acrobat Reader on your i-pad ( free from the i-pad App store). Connect the i-pad to the computer via the USB charging cable and the computer should make a bleep noise and load the i-tunes screen. If it does NOT then you double click the i-Tunes icon on your computer. Wait for it to load and you will see a little i-pad icon at the top left. Click on this and you see a list down the left side - Summery - Apps - Music - etc. Click on the Apps. Wait for it to load and scroll to the bottom of the screen. You should see a list of Apps that allow you to add files. If the Adobe Acrobat Reader App is not on the list OPEN your i-pad with your four digit number and it should find the Reader and add it to you list on the PC computer. Click on ADD FILES and load as many PDF's as you want.
This worked for me. However, a warning came up that my existing iTunes library content would be deleted and replaced with the new selection. It did exactly that. I didn't care, as I don't listen to music on my iPad, but you might.
