On this 8 GB iPod touch, there is less than 1.5 GB being used for apps, but there is just over 400 MB left. There has to be a problem, there are no pictures, videos, or anything that use lots of memory, besides apps, which there are less than 1.5 GB being used for them.

First, try a system reset. Truthfully, I doubt that it will help but it cures many ills and it's quick, easy and harmless...
Hold down the on/off switch and the Home button simultaneously until the screen blacks out or you see the Apple logo. Ignore the "Slide to power off" text if it appears. You will not lose any apps, data, music, movies, settings, etc.
If the Reset doesn't work, try a Restore. Note that it's nowhere near as quick as a Reset. Connect via cable to the computer that you use for sync. From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod. Again, say "yes."
Finally, if the Restore doesn't work, let the battery drain completely. Then recharge for at least an hour and Restore again.

If there is nothing in Appendix B that helps, you'll have to call Apple.
There have been some problems accessing pages on the Apple web site. If the hyperlink gives you a "We're sorry" message, try again.
Try restoring as a new device. There's probably a large corrupt file on the iPod somewhere.
You might get a better idea by plugging into itunes. Here's what mine looks like.

The OP stated that the Restore didn't work.
Is a restore supposed to reset all settings? It didn't do that.
I did. The yellow Other is way more than apps, or anything.
Your 0.59 GB of "other" is normal and expected.
No, it is more than 5 GB of Other, not 0.59 GB.
Sorry, I was looking at the bargraph in Richard's reply.
As other have said, the only way to get the "other" reduced is to restore the iPod. Sometimes restoring form backup works but sometimes a restore to factory defaults/new iPod is required.
