On this 8 GB iPod touch, there is less than 1.5 GB being used for apps, but there is just over 400 MB left. There has to be a problem, there are no pictures, videos, or anything that use lots of memory, besides apps, which there are less than 1.5 GB being used for them.

Okay, I'll see if reseting, and then restoring works.

Only if you Restore as new without loading the backup file. I don't routinely recommend that because it is a real PIA after the fact. However...
IF you choose to try it, here are some cautions. Make absolutely certain that all purchased data, such as apps, music, movies, etc., are present in the iTunes library. Also make absolutely certain that all non-purchased data, such as photos, pdf files, Word files, etc., are present and accessible somewhere on the computer's hard drive. Be aware that you will lose all game data (scores, etc.). Be forewarned that it is tedious recreating all your folders and putting each app where you want it. Finally, be aware that all passwords will be wiped out and all settings will have returned to their default values.

No, I did not reset. I just restored.
and now I just reset it and it didn't work
