Do you still have this problem?
I have bothered with the very same problem with my iPhone 4 for a few weeks.
And I succeeded to fix it.
What I did is...
- I opened the back panel of the iPhone. (a special screw driver is needed)
- Disconnected a connector of the dock connector.
(means contact between the dock-connector-unit's flexible cable and iPhone's main board)
- Clean around the connector with air blow.
- Re-Connect it just as before.
- Close the back panel
That' All
I tried that because I read an article saying that one reason of the rebooting loop problem is improper electric contact inside or around the dock connector.
This improper conduction makes an iPhone misunderstand as if he is commanded to turn on the power always.
This conduction might be caused by dirt in a case, or broken pins or cables in other case.
If the problem happens with just dirt, there can be the chance to fix it by cleaning.
If it's because of broken parts unfortunately, we have to replace the parts.
In my case, simple cleaning and re-connection did work.
Please be careful, when you open the back panel by yourself, you lose warranty.
I did it because my iPhone is enough old and already out of warranty.
