I installed Win 8.1 via Boot Camp, then I needed to run chkdsk E: /b in Windows via the Command Prompt ( to fix any bad data blocks before cloning an external drive ) - my request was refused, with, 'Access Denied as you do not have sufficient privileges. You have to invoke this utility running in an elevated mode.'

The solution is to do Ctrl + Shift + Click (as a 'right click') on the Command Prompt icon to run it as an Administrator, then you have the authority to run chkdsk.
