guys, i wanna ask about transfering purchases to another ID.
my sister has an apple ID. now, she doesn't use any apple product anymore, but she has purchased many apps, now, i'm using her ipad, and i want to move her purchases to my account, due to, she dont want to tell me her ID password, any help?
or can i change the ownership of the apps?

I completely understand where you are coming from and agree.
I had an Apple ID which was created using a personal email address and used this for my purchases from the beginning
When @me came along I created a new email address which happened to be it's own ID.
Then later I had the opportunity to change the @me to an @icloud email address - whch I did.
So I too have a second ID and would much rather have my all purchases on my iCloud ID and get rid of my other ID.
Hindsight is 20/20 but not everything goes to plan and after you click that button you realise cannot undo it...
Not having a method for merging ID's or transferring purchases is really bloody annoying and should be fixed. However, it won't.
It isn't just a matter of transferring content from one Apple ID to another, it is a matter of the licensed copy. It was to a specific Apple ID and Apple Care has said that based on the Terms of Apple's agreement with content owners, Apple cannot transfer the license from one ID to another.
As you will notice I was merely showing empathy to Dizzy.
I am well aware of your position on this matter and also the issues which prevent this from being something that Apple can easily fix.
I would challenge you on the following scenarios:
1. I have 2 apple ID's both under my own name (with exactly the same contact details in each), I download an application on one ID - how would I suddenly be a different person who does not accept the license agreement if the application was transferred my other ID?
2. What is stopping you from giving someone (who is not related to you) your AppleID to taken ownership of?
Change the email address, change the contact details, change the password - what is stopping anyone?
I know that is crazy - but I would like to know how the licensing system is going to stop that?

I'll toss my vote in with you and others, above, that a solution should be found -- just in general for combining multiple ID's of the same person (but I'd go further and argue for the same family unit, esp. as many posts have detailed the those ID's of a parent who set something up for a child or children.
I'd also second your sentiment that Apple should (and can!) be that company who finds a working solution 🙂 A solution that is fair and equitable and reasonable.
edit: looks like the last post or two were deleted from this thread -- as posts have been deleted from this thread since I've been following it a year or two ago! The issue is that I don't want the music and apps on the new pad synching with the old pad and whilst I can limit connectivity etc by not entering the password on the old device I want to be able to ensure that he can't inadvertently make purchases on his pad. Plus, with a larger capacity new pad I don't want his pad filling up with stuff I buy that will get auto synced as we will use the same account. For preference I'd set up a new Apple ID for him, have no payment details and "gift" across from my account any bought apps I want him to use. Seems though that it's not possible...

Just because two devices use the same AppleID, doesn't mean they have to have identical content or that anything has to be autodownloaded on one because it was purchased on the other. Under Settings>iTunes & App Store, you can select, on each device, what, if anything, you want to autodownload. If you sync both devices to iTunes, you select syncing preferences for each device. iTunes will recognize that they are different..
One case where I do recommend separate AppleIDs is if two people are sharing an AppleID for purchasing purposes. It often makes more sense for them to have individual IDs for iCloud/iMessage/FaceTime while continuing to use the same one for the store for sharing apps and media.

Your post doesn't make a lot of sense. I've had the same AppleID since they were instituted. iCloud didn't require changing it. I understand this process, however, you cannot change your Apple ID's email address to an iCloud email address. It simply just does not allow you to do so. I can change my Apple ID's email address no problem with any other desired email address I want, except for iCloud - which is what I was hoping I would be able to do.
When iCloud was introduced I was using my Gmail address for the iCloud stuff, but I'm intrigued by the iCloud address itself as of recently - so that's what I was hoping I'd be able to do. So I just had to create an iCloud email address from my phone, wipe the Gmail iCloud stuff from my phone, fired in the iCloud.com address in to replace it - keeping the unfortunate Gmail address as my iTunes Store ID. *insert sad face*

You would think one day down the road Apple would implement a way to transfer the licensings of your purchases. It has to be a possibility. I'd figure would be widely accepted and used if they did introduce such a feature.
Then I guess that I'm nuts because my former hotmail email is my Apple ID , which is now my iCloud Apple ID. All without issue and without losing any content.

No you're right, any email can be used for the iCloud services & features. I just wanted to change my email to the new @iCloud.com email address, but it doesn't allow you to do so without creating a new Apple ID. So now I'm just using the @iCloud.com email address for the iCloud features & email, while leaving my Gmail Apple ID as the iTunes Store ID to keep all of my previous & future purchases in tact. Just hoping they'll give the option to transfer purchases one day..

Hard to do when it wouldn't even allow me to create an @iCloud.com email address without signing up for a new Apple ID...

I have an Apple ID, which is my Gmail address. When iCloud was introduced, I continued to use that as my Apple ID. I have an icloud.com email address associated with that Apple ID. But the iCloud email address is not used as the ID itself. It sounds as if you misunderstood when you iCloud was introduced and inadvertently set up a second Apple ID, though it was not, in fact, required. However, it is all water under the bridge as no, you can't transfer purchases between the two Apple IDs you now have.
