Ahh, now I see. First thing is, an iCloud account and iCloud email account are two separate things, and it sounds like you only have an iCloud account (which comes with your Apple ID). The default iCloud account that comes with your Apple ID is used for storing your backup in iCloud, Photo Stream, and a few other services. An iCloud email account is an additional step you take to get additional iCloud services such as iCloud Mail, Contacts, Notes, etc.
Read this article and set up an iCloud email account, that is the only way to use iCloud Notes:
Using your Apple ID for Apple services
You do not have to actually use any of these additional services, but if you want to use Notes you have to set up the email account to enable it.
