Wouldn't the solution to P.R.'s case be, to use "central Family ID" as "family organizer" and use all other existing and new ID's just as a "family member"?
I'd guess that most needs for transferring content from ID to another comes from the age when family sharing didn't exist. So, I'd say it would be fare for Apple to let the user decide, whenever ID is first time invited to "family sharing" or organizing one, to let choose which content belongs to which ID in the family.
I'd also think that when "family sharing" didn't exist, Apple couldn't possibly expect that people would open new ID's for their kids when buying games to them, just because some day there might be something called "family sharing". After all, iOS wasn't designed for multiple users like osX is designed for, I guess for simplicity? Well, then this is a good example of over simplyfying...
