Where are you seeing this 'bill' ? If on an email have you checked to see if it's a phishing email (e.g. Identifying legitimate emails from the iTunes Store - Apple Support ), and not a genuine iTunes email ? If it is a genuine email it won't be from anyone on here, having read previous replies on this thread you know that we are just fellow users.

iTunes account can't be 'closed', all you can do is remove any personal info from them (e.g. payment details), cancel any subscriptions on them (did you do that ?), and stop using them. Does this purchase show on your iTunes account's purchase history ? Did you not remove payment details from the account ? Is it a subscription that you didn't cancel ?

You can view your account's purchase history via your computer's iTunes : log into your account on your computer's iTunes via the Store > View Account menu option (or click on your id at the top left of the store's pages and the Account on the popup) , and you should then see a Purchase History section with a 'see all' link to the right of it. Click on that and you should then see a list of your purchases.

iTunes Match is an annual subscription service ($24.99 per annum in the US) that allows you to upload your own music (e.g. music copied from CDs) to the cloud so that it's available on your other computers and/or iOS devices without having to manually copy/sync it : http://www.apple.com/itunes/itunes-match/
