It's a matter of tap and then double-tap.Tricky, but it's the only option you've got.

Once you select Triple Click Home it will take you to the next page where you will need to select Toggle Voice Over. Now when you press the home key three times it will turn voice over on or off.

Wasn't til I came here and read these comments that I was finally able to do it. Good grief. I too am freaked out. Don't think I could stand an iphone 4s or 5. OOH Siri talking all the time. I'd run over it with my car.
