I changed my Apple ID and password. Both are verified but when I try to login to iCloud from my iPad iCloud still shows the old ID and there is not a way to change it.

Yes, both the old phone and iPad are signed into the old iCloud account which I can no longer access. The password does not work. I can't delete it for anything.

I have the same problem. However,I do not have anything that says "Delete Account", but I do have "sign out". Unfortunately, it isn't working on my iPhone 5c, ios 8.13, latest update, in spite of many attempts. I also repeatedly receive the request to "Sign in to iCloud - Enter theApple ID password for (old Apple ID)", even though I am already signed in to iCloud and can't sign out. These requests come all during my use of the iPhone, no matter what app I am using. See my post of same subject.

settings then select iTunes & App Store. Your apple id should show the old account name. Tap on it and then select sign out then sign in with your new id name and it should come up when you reopen the AppStore. Good luck!
