First up, let me say thanks to ProZach99 for his post on September 9. That helped me resolve my issue. And I can confirm that all you need to do is delete the offending file. 🙂
My Nano was already set to Enable Disk Use however I couldn't see the folders on the Nano via Mac OSX, so I bootcamped over to Windows 7. Using Explorer, without making any system tweaks, all the Nano folders and files were visible.
I located the "latest" folder: x:\iPod_Control\Device\Trainer\Workouts\Empeds\NewUser\latest
This is where the 17 unsent files were. I opened the first file and found that it had an error saying "empty file", and sure enough it was empty, void of workout data. Actually the following is what the file said when opened in Safari:
error on line 1 at column 1: Document is empty
error on line 1 at column 1: Encoding error
There was nothing under the line saying "Below is a rendering".
Anyway, I then clicked on all other 16 files and found that they were all actually okay, they all contained workout data. So it appears that the one corrupt file was somehow holding back the other 16.
I created a folder on my Nano called Corrupt and moved the empty file there. I could have simply deleted it but decided to hang onto it for future reference.
So this one empty file which was void of the required data in order for it to be sent to Nike+ successfully was producing the spurious alert that the Nike+ website was unavailable, instead of stating something more accurately along the lines of "file empty/corrupt, cannot be sent" or "file contains invalid address" or "file cannot be sent to Nike+, please check file".
I'd say this corrupt file was the result of the Nano freezing up. The Technogym treadmill created an empty file ready for populating with data after my run but because the Nano locked up, possibly at some point during the workout, the treadmill was unable to store the workout data into that file leaving an empty file.
So there you have it. If anyone else gets the "The Nike+ website is temporarily unavailable. Please try again later." alert then its most likely that you have and empty/corrupt file on your iPod sitting under the 'latest' folder. Again, big thanks to ProZach99 for pointing this out.
In short, simply find the offending file, move it elsewhere or simply delete it, re synch your iPod in iTunes and any unsent workouts should get sent to Nike+. And you shouldnt see that alert any more. It's as easy as that. No need to do a backup and restore on your device.

Off topic:
Under the ....\NewUser\synched folder you will find all your previous workouts too. Not that you would ever really need them however if such a situation arose where say all your workouts are somehow wiped out from the Nike+ website, you can simply copy the files into the 'latest' folder, synch your device and all your workouts should be re uploaded. Well in theory anyway. It may or may not work. There may be other files that need to be tweaked in order for that to happen.
