In face time the other side is not seeing my picture. My side shows other person and me in corner so camera is working. Other person is seeing black screen.

I have experienced exactly the same. Two iPads within a few feet work fine but not not from a distance. According to Apple support, all FaceTime calls go through an ISP even if they are close so this is a mystery. I thought it might be using Bluetooth but apparently it can't.

I Will be very interested to see what the solution is if one is found. I have had this problem on my iPad since updating to iOS 9. I am sure Apple are stuck.
Yeahhhhhhhh..............It's fixed. Thank you Apple. Latest update did the trick - iOS9.2.
