Absolutely the same issue here. Applied for a DUNS number (D&B responded in 24 hours). Tried registering - "Your D&B information was not accepted". Contacted Apple. Told me to contact D&B. Which I did, they confirmed my info is correct. This was FOUR MONTHS AGO!!! Since then I respond to the support thread Apple opened for me every week asking what is happening. Every time a completely new support person reposnds with a ridicilously lame robotic response that "We understand you are having a problem...Our teams are working to resolve it". WHAT TEAMS!?? ARE YOU F***ING KIDDING ME?? Apple, you are the lamest company ever. I have never seen such crappy support and such impotence to resolve a simple issue as a record not matching in your backends. I was able to regfister and upload an app on Google Play in less than 5 minutes. What a crap the Apple registration process is!!!

Why is it Apple's fault if you don't know how to register? A Dun & Bradstreet number is only required if you want to register as a company. Companies need to be established, with things like addresses, web sites, and e-mails. If you want to create a fly-by-night enterprise, then stick to Google Play.

3) It's Apple's fault that their support is crap. That everytime I raise this question a new support person is assigned to it and they never know what to do. I keep receiving phone calls explaining how Apple's "Internal teams are working to resolve this". This ping pong between D&B keeps going on for months. But it's D&B who respond immediatelty and professionaly. And I am unable to register in 4 months!! Maybe mails or phone calls between Apple don't obey the normal laws of time and space and they just take an year to arrive.

This thread has 5 pages full of people who were unabe to register - did you read the posts? There are many similar threads like this just on Apple's site. And many more on the Internet. Maybe you should ask Apple that question?

I, like everyone else here, used my DUNS number to register. Apple told me "Your D&B information was not accepted". The info I am registering with matches EXACTLY my D&B record. It's not impossible to register as an individual and then upgrade to a company but that won't solve the D&B DUNS/Apple issues.
This Solved My Problem
I am not sure if my problem with D&B was similar to yours but in Page One of current discussion (we are in page five) I have found an instruction submitted by oguzdemiroguz and it solved my problem with D&B code.

Indeed. There are many internet posts, including yours, that serve no purpose but to complain about Apple. You created your Apple Discussions account today, expressly for that purpose.
That is the same reason you created your Dun & Bradstreet number, for no purpose but to give it to Apple. Why? Why is it so critical that you create your account this way? Why is it so critical that you not have an individual account? Why are you willing to wait at least "FOUR MONTHS" for a company account when can have an individual account, with virtually the same privileges, in four minutes?
There is no great mystery here. Having a DUNS number is not an automatic, guaranteed entry into the Developer program. It is merely a way for Apple to manage the huge number of applications and quickly process those that are obviously legitimate and delay those that are obviously questionable, such as yours. What you have provided in your DUNS record suggests to Apple that you really aren't a company. Considering the fact that you are complaining about it in an internet forum instead of having your lawyers handle it suggests that Apple is correct. If you really want to write great Mac and iOS apps, register as an individual and change to a company once you get some employees. If your goal is something other that writing great Mac and iOS apps, don't bother.
@oguzdemiroguz : I've tried your trick, create new apple id, enter organization info with the name and DUNS number exactly same as in DNB database. But it still didn't work. Any other suggestion?

These days, one of our customer is also experiencing similar problem.
Apple is saying that there is nothing wrong with their D&B integration, and D&B says, records are correct please ask to Apple solve the problem.
Creating a new Apple ID did not do the trick as well.
Tried registering with a totally different company yesterday - same issue.
D&B responded immediately and said "It appears that registrations in the Apple platform take a lot of time. We confirm that the information we send is full and complete. The difficulties are caused by Apple.Registrations are continuously being rejected. Usually the reason given by Apple is a missing address or a missing company legal type. We communicate daily to escalate registrations."
And one more thing - Apple support stopped responding to my emails regarding this matter after I asked what exactly are they doing and how to I file a complaint against the (if you can call it that) customer support I am receiving. Three emails sent without any sort of response in the last week.

Dear antontomov,
We had same problem with our DUNS code, as I said before the oguzdemiroguz comment solved our problem, however before that I was in touch with Apple and D&B supports. according to D&B support If your company registered outside the US then the activation (syncronization) of DUNS data base with Apple system will take few weeks. In our case we waited for four weeks.

@afshinx : after you've got your DUNS activated, how long did it take to complete the whole registration so you can submit your apps to iTunes?
