I'm seeing this topic is extremely old (about nine months now), but I had the same problem today and I managed to solve it successfully, so I'm writing to share how I did it. Mi case is very particular because I don't live in the States and I already had open an Apple ID in the @icloud.com domain. I did this because I didn't know that an Apple ID doesn't have to be an e-mail address in such domain. In fact, I discovered (too late if you ask me, because I already had bought about USD 50 in Apple content like apps and iBooks) that you can use your favorite e-mail address as your Apple ID. So, if you already have an Apple ID, like in my case, and you want to be able to use this new ID completely free of charge (no credit card information), follow these steps (and be ready to erase your device):
1. First of all, you'll need a completely brand new Apple ID, which is the email address you use most of the times. You can go from your PC to https://appleid.apple.com/ to create it.
2. Once you create your Apple ID, you need to go to check the e-mail address and confirm that this new Apple ID belongs to you.
3. Now comes the hard part. When you created your first ID, you had one chance, and only one, to set it with absolutely none credit card information. It wont happen again when you try to associate a new Apple ID to your device. Why? It's something that I don't completely understand, but that's how it is. So.., What's next? Well... If you have another device which you use and you don't mind to erase it, erase it (format it completely) and proceed to configure it with the new Apple ID. Since this is the first time you'll use this new ID, you can set Payment Info to "None".
4. Now... If you don't have a second device, it can still work in the device you have in your hands, but, sadly you have to erase it... And you'll lose all chat records and other information which you're not able to backup on the cloud. If that's not a problem to you, go for it. I did it and it worked for me. If you don't feel ready to lose that info, you better get a credit card and register it.
I did it (the format procedure), I have exactly the Apple ID I wanted to have, despite I already spent about USD 50 in the other one. I have two Apple IDs, let's see how they coexist.
