I have an iPhone 4s that suddenly turned off but won't charge. Can't turn on or off or get any battery charging icon once plugged in. any suggestions on how to fix?

My i phone 4s is having a severe problem lately. At first the battery wouldn't charge above 17%. Then i left it to charge for overnight, but the next day my phone was turned off.
Then i charged my phone using several other cables on wall charger and on the USB of my computer. it showed the charging icon for few seconds, then the apple logo showed up. But the phone did not turn on. The apple logo vanished, black screen appeared and again the charging icon showed up. And my phone performed the same steps over and over.
But still with some hope, i tried to hard reset my phone using the home key and wake up key. At first few times, the "connect to i-tunes" screen appeared. When i tried to connect it to i-tunes, i tunes did not respond as well.
The next day i tried to do the same, my phone did not show anything. No charging icon, no apple logo, no "connect to i-tunes" screen, absolutely nothing. And its been 4 day today.
Please help!!!
Note:
- My phone is not too old.
-I have tried charging with several cables on both wall and USB.
-I have cleaned the charging dock on my phone with a toothpick.
-I posted this article because none of the posts in this site have helped me till now.
PLEASE SHOW ME A WAY!!!
Does my IPhone have to be jailbroken? I read that safe mode is only on iphones/ ipods that are jailbroken.
