On Mac system 10.8.2 in "Notes" program you can get a soft return using control+return (shift+return won't work). This might work in the program you're having problems with.
For anyone having this problem, it may be your keyboard as well. I have a MacAlly MKEYE wired full-size keyboard on a 2017 MacBook Pro with Mac OS Sierra 10.12 and it will not type soft carriage returns whether you hold down the shift or control keys when pressing <Return> or <Enter>, or any other key combinations. With my Apple Wired Keyboard with Numeric Keypad (MB110LL/B) on the same computer, shift-<Return> will enter a soft carriage return.

I should add that Enter will create a new paragraph and the spacing can be adjusted in the Text Inspector with the Before and After Paragraph controls. Turn on Invisibles so you can see the indicators in your text.

On my keyboard both "enter" and "return" are printed on the same key, the one just above the "shift" key. Do you suppose that the OP is using some other key, such as the one on the numeric pad?

On full keyboards with a numeric keypad, the key above the right shift is "return" & the one on the numeric section is "enter." On a Mac (or Apple IIgs 😀) they do have separate functions. On the "mini" keyboards, both names are on the same key, but "enter" is written in smaller letters. I'll have to check to see how that works on another Mac later today.

Probably. That's what I have so figured that was what he was using. I keep forgetting about the mini keyboards. Never had one so I can't explore that possibility. I think Peggy will sort this all out for us.

Quick test:
enter/return + shift inserts a line feed, AKA soft-return
enter/return + option also inserts a line feed
fn + enter/return inserts a page break
On my full keyboard, option or command + enter (on the keypad) inserts a page break.

it works in Pages too (I think that's the program the original question was about). The new "apps"seem to share a lot of idiosyncracies. That particular keyboard combination isn't one a long time mac user would think to try so I thought I'd post it even though this is an old thread. I often find answers on "old" threads!
