I am mentioning this in all of the slow Mountain Lion threads, I have a reproducible issue that may help:
How's about this for crazy, do you have an external monitor? Try unplugging it. Not sure the rootbehind this, but this is reproducible on laptops in our house. Literally, monitor plugged in, 1mbs,unplug, 24 mbs, plug in,1, unplug, 24.
Hope that is your problem, definitely ours. Not sure if it is caused by interference or power draw or what.

I had the same problem - netflix worked fine on half a dozen other devices, but was laggy and dopped out all the time on my macbook air. When I read this post, I it out of the HENGE DOCK (search amazon for details) and opened it up on my desk. Voila! No idea what could cause this. I made an appointment at the genius bar to see if they know about this; will update if I learn anything useful.
I tried countless suggested fixes, but only removing Cisco AnyConnect VPN Client from my machine fixed my slow Safari woes.
if you have this application(or anyother cisco app), i'd recommend uninstalling it.
Hope this helps!
Turning Bluetooth off sped things up considerably for me.
I followed those instructions as well and they have improved my connection no end. If I tried to open a page in Safari on my MacMini running 10.8, I could boot my MacBook Pro from cold, login, open Safari and go to the same page and have it open before the MacMini did!
