Are you current with applicable post-June 2012 hardware firmware updates?
Are you at ML 10.8 or ML 10.8.1?
The following reflect my iCloud mail settings that work. Also double check that you do not have a spurious or wrong character in your password string - voice of experience. I am running ML 10.8.1.
Mail
In Mail > Preferences > Accounts > iCloud > Account Information.
Uncheck enable this account.
Outgoing Mail Server (SMTP): iCloud (iCloud)
Use only this server is checked.
TLS Certificate: None
Accounts > iCloud > Advanced
IMAP Path Prefix: blank
Port: 993
Use SSL is checked
Authentication: Apple Token
Use IDLE command if the server supports it is checked
Accounts > iCloud > Account Information
Enable this account is checked again.
Click on the top red button to save changes.
If you did not already have these settings, check if you can send mail now.
Safari 6
Preferences > Bookmarks > Bonjour off
Extensions > off
Security > Java off, all others checked
Safari > Reset Safari ... all boxes checked. Reset.
Exit Safari.
In Finder, navigate to your home Library/Caches folder. Double check this location; then select (Cmd-A) and move everything to Trash. Don't delete yet.
If not using Flash Player, skip the next step.
System Preferences > Flash Player > Delete All ...
Reboot the system.
Empty the trash
Launch Safari. Improvements?
Before I installed an SSD, Safari 6 would lag on launch, spin the beach ball, and so far, has crashed twice (plug-ins). The beach ball was likely an attempt to digest my 420K bookmark file. After the SSD, it snaps on the screen. No beach ball. Much better.
