alright, so since there isn't any good answers here i'll supply my solution. first a little background info.
I have been having the same problem as you, I couldn't download an app without it taking me to a screen telling me I need to answer some security questions (that I forgot), so I went to appleid.apple.com and logged in then I proceeded to go-to password/security. when i got there it said i needed to answer security questions yet there were no questions to answer (***, lol..) and under that there was a link to reset them, so i followed the link and followed the steps that would reset them. i then went to purchase an app then it brought up my old questions. i was annoyed at that point and emailed a support person from apple who was less that useless. i then did a little research and found a sentence that made it all clear.
READ THIS IS YOU WANT TO KNOW WHAT TO DO:
go-to: appleid.apple.com - click manage account - login - click the password/security button.
now set a RESCUE EMAIL! it cannot be the same as your primary appleid one.
verify your email by following all necessary steps then reset your security questions using the email.
(i forgot the exact steps) then you can buy apps and **** again. it will say you need to confirm info again, this time it brought me to appleid.apple.com, so i logged in and changed my questions and answers to what i set them to just before then saved. log out then try to buy again, this time it should bring up what everyone is used to, the two questions that we forgot (now we know because we reset them).. enter knew answers and your good to go.
