Delightfully charming that you can be simultaneously condescending yet wrong at the same time. Blly for you on that. I've been and will remain a loyal Apple customer and stockholder for 25+ years, but thanks for pointing out the feedback site...never would have found that without such keen insight. Why didn't I think of that?
There is no photstream on iCloud....period. Half the people on this thread have pointed out the same flaw. The problem isn't sharing photostream...its accessing your photos on a deskop browser.
My ISP (and dozens of others) and I are just fine too, thank you. I have perfectly adequate high speed internet service; video streaming, file uploads, downloaeds, phone service, Skype, Facetime, etc., Multiple other places where I use the internet (work, office, hospital, hotels, conference centers, etc.,) all the same experience. Same with the browser (All of them...Chrome, Firefox don't scroll e-mails in iCloud. Safari is the only one that works well with iCloud web access...surprise). iCloud is a bad product, an afterthought of an otherwise excellent tech complany, and your condescending "pointers" are not going to change that.
