After running around in circles trying to get this resolved for me I finally found a (fairly easy) solution - the key point here is that the AppStore works just fine form another user account on the same computer (using the same AppleID) so it has to be something in ~/Library rather than /Library (thus ruling out the NetworkInterfaces.plist fix - which I tried and which didn't work for me).
Here is a step-by-step of what worked for me:
What does this do? It seems that the com.apple.appstore.plist file in your normal user account has become corrupted - we use a new account and create a new one (which is interchangebale since we use the same AppleID) and move that one back to the main account with the corrupt file.
go to store(top right) sign out ... don't sign in again ... try downloading an item.. a sign in pop up will appear.. sign in... and that worked for me..!!
But did you try this: go to Library/Preferences/SystemConfiguration and then delete 'NetworkInterfaces.plist'
I noticed that you've deleted network.identification.plist & appstore.plist, but not the NetworkInterfaces.plist.

Hey guys. I tried something and it worked for me. Go into settings then choose App Store and iTunes. Click on ur user name and then choose view my Id. Change the country and then accept the terms and conditions. Hit the back button and change it back to USA and accept the Terms and conditions once more. Problem should be fixed. Good luck.

I had this problem and the fix was simple for me. Change the country / region from your country to the USA (if you live in the USA change the region to the United Kingdom) and then look at a specific app (i.e. go to more than just the main page on the mac app store), once you have done this change the region back to your actual country, this will then force the Mac App Store to get you to sign back in. This should then fix the problem.

I tried many of the other "fixes", but none worked. Most of the other fixes were geared around changing settings in the account and then logging off. What was odd with my situation was that I couldn't log in to log off!
This was the only fix that was painless, and didnt take gobbs of time to try. I wish Apple would start a sticky with all of the successful fixes that have worked for their users instead of leaving us to search endlessly for the answers. I felt like I was back in Microslosh world again. There was a reason I left that mess, and I really hope I never have to relive those nightmares again....... OK APPLE?!?!?!
Had this problem just now. The MacBook signed in with no problem, the iMac complained.
After futilely trying the various suggestions here what worked for me was logging out from my normal user account I use on the machine, logging into the primary account and logging into the App Store from there.
It's under Finder "Go" tab computer/Library/preferences/system configuration. I deleted the .plist file but it didn't resolve the sign in error. What did work for me was I was able to change my country from US to Canada. Then when I signed in a message came up something like " the Apple ID you entered is associated with a different country" it redirected back to USA and logged me in with no issue. As a result Mavericks is installed and it's awesome!

I used the System Preferences' Network tool to make some changes to my network interfaces, and that cleared things up. (I deleted some odd entries that seemed to be related to my cell phone.) I did not need to reboot, but I did exit and restart iBooks and iTunes to make this work.
Make sure your system date and time is set correct.

What worked for me was I signed out of app store from the featured page and signed back in. it was that easy
This worked for me:
Open Activity Monitor and kill the process called "storeagent".
Huzzah!
I ended up re-creating a new user account and moved all my stuff across to this new account; everything back to normal.
But of course, we can hope someone somewhere will eventually come up with a more user-friendly workaround!
