I'm having a same headache with this, I wouldn't say it's a bug or some sort, from a system engineer point of view ... this makes perfect sense with this kinda design ... but from a changing behaviour of how frequent travel and life style of the new use case of current, it can be a pain in the ***.
Take a moment and try to sit in my shoe for a while ... I lived in Malaysia, and I'm perfectly happy with App Store use case in the beginning. But due to the nature of my life style and work, I travel a lot and tends to go places like Singapore, China, HK, ... and live there for quite some time.
Due to the local cultural difference, I'll quickly download local apps to meet up to the local lifestyle of how people shop online, how people used to take advantage of train and local food store apps ... I find my self not able to download some of these local apps ... then the workaround solution is I try to register another account for that country.
Then the problem raised as I travelling more places, I found that I'm actually paying again and again for different accounts for each country, I linked up a local credit card with each of these accounts, I didn't get all my data, apps, settings sync up under one iCloud/ Apple ID account ... Messy and ridiculous I think.
It'll be a lot easier which I can re-link my account to a new country (manually or automatically), when I'm physically there, well I mean ... what's holding it back.
