Here is what worked for me

settings > general > date & time > set automaticaly OFF > set time & date

> set year to 2036

go back to settings

open APP STORE (not PASSBOOK): you should get the error message

settings > general > date & time > set automaticaly ON

go back to settings

open PASSBOOK > clck app store

GOOD LUCK!!!

I found the year-ahead fix on a NY Times blog yesterday but it didn't work for me after repeated tries. I then tried the month-ahead fix per this forum. No go. Then, I got an idea to combine both fixes and moved my time ahead 1 year plus a month. I then closed both Passbook and App Store apps (double click home button, hold down app, tap minus symbol). This worked!! Finally!

BTW, be sure to turn your iMessage back on after this and all of these fixes; for some reason fooling around with the date/time setting switches iMessage off. Some helpful commenter on another blog mentioned this or I would never have thought this would happen.

Good luck.
