After upgrading to iOS 6, the keyboard shortcuts on my iPhone 4S no longer work. Not only that I can't change them either. If I add or delete a shortcut, it simply goes back to the way it was when I exit the settings and go back in. My iPad 2 doesn't have this problem, only my iPhone 4S.
I tried restarting as well as doing a reset (hold home and power button).
Any idea how to fix this?

great, this worked for me too in combination with manually backing up icloud.
in my case the problem started when I upgraded my old ipod touch from ios4 to ios5.
by doing so, keyboard shortcuts on my brand new iphone5 were messed up.
not only did they no longer work, I could not even delete them.
whenever I deleted them they came back if I backed up in the menu and went back into shortcuts.
I've done everything I can find online to do - backup, reset keyboard, restore, hard reset, delete keyboard shortcut then re-enter one...NOTHING WORKS! Now when I even enter a shortcut in, it doesnt even save it. I have the Documents and Data on - and i've turned it off and on and off and on numerous times to no avail. It stopped working on my iPhone 5 and it fixed itself, but with my iPad 4 it doesnt work at all! It's driving me nuts! I've cleared the Auto-Fill in Safari as well and that doesn't work either. HELP!
Been encountering this issue with the busted shortcuts for a while now. Kind of annoying but not enough to do anything about it. In the back of my mind I figured the new iOS update was to blame and you all confirm that nicely.
TFSweeden's tip about turning off Cloud/Docs & Data did the trick for me. Once I turned it off & closed all the apps then the shortcuts started working. I had previously powered off and back on but that didn't do anything.

i tried turning on and off the icloud data -- didn't work (nor do i really want to use that as a solution i am a heavy user of icloud)
the solution i found is this:
- settings/general/keyboards/keyboards edit and remove any additional keyboards you have I had Emoji as keyboard, once I did this all of the shortcuts i had previously entered appeared... once I created all of my shortcuts i added Emoji as a keyboard again and bob's your uncle!!!

I have an iPhone 5 that gave me this problem. I restarted my phone and reset the keyboard dictionary and they were all working right away.
Go to settings>>> general>>> keyboard>>> toggle the "shortcut" switch to off and then back on.

All my shortcuts were missing on my iPad2 after upgrading to ios7 - they were still on my iPhone 4s
I couldn't even add them back - I could get to the screen, but saving didn't do anything
A soft reset worked for me and my iPad 2
