Trouble downloading Apps after iOS 6 update

After updating to iOS 6 I can!t download apps. And when try there Is an error that says" your request can not be processed. " what should I do? I have tried resetting my iPad and signing out my account.

Did somehow the parental restrictions thing get turned on so you can't download apps??
