Sounds like you're at the end of things to try for switching things off. If you have the time, you might want to consider trying a restore. Be forewarned, however, if you have a lot of apps, it can take hours just to see if the method of restoration you've tried even takes care of the problem.
You can do a restore from a backup, a restore as a New Phone and then use a backup, or you can use the DFU restore as a New Phone and then sync in your apps (which is least desirable, as you lose your folders, and I'm assuming have to restore some app databases). Each successive method takes more time, but the first two recreate your phone with all of its folders.
Right now I'm doing the DFU restoration, as I was only doing a workaround for the Webbookmarksd problem by not using Safari, and if/when I migrate to an iPhone 5 I didn't want to bring the problem along with me, and I'm not convinced that Apple will be able to solve my particular problem very easily with a fix.
This whole battery drain problem and the numerous potential causes strike me as being more than just a simple fix on Apples' part. Based on my readings, it seems that the upgrade had a different impact on different camps of people, probably based on what they used and how they were configured. Because of my usage of Reading List and Bookmarks, that wasn't converted properly and the database became corrupt. For you, it sounds like it was something else. And for JGrinager, it may have been Facebook or some linkage to it.
So, I'm biting the bullet and following the path that Adam Engst wrote about in his TidBITS article, and hopefully I'll be done with this.
