Keyboard shortcut not working

All I did was add a new shortcut and save it and it fixed it for me.

I have tried everything listed here - and much. much more.

Many calls to Apple lasting HOURS have not resolved it. They have given up. Anyone else have any suggestions?

My new shortcuts won't sync from OS X to IOS (and vice versa) AND old shortcuts from IOS keep re-appearing every time I sync with iTunes.

Doesn't matter if I delete them on IOS, they keep reappearing. Totally unacceptable bug that make IOS useless to me (we use shortcuts extensively and have hundreds).

Tried all the below and more at least once:

Soft and hard resets of all devices.

Hard resets on all devices

Signing out of iCloud

iCloud in troubleshooting mode (for a month!).

Resetting iCloud (which as it happened deleted a number of critical documents that Apple has not been able to recover!!!)

Deleting preferences files (both iTunes and key logger.plist) and re-starting

Restoring pref files and others from Time Machine

"It just works" - lol

I also have 100 shortcuts or more. For no reason they suddenly stopped working. I did a hard reset twice with no affect. Lucky for me disable and re-enable iCloud and it all works again, for now on this day as of this writing.
