I got is to work! I don't konw if this soultion is for everyone, but it worked great for me. The problem (becuase I can't combind apple ids) is that I have one apple ID for iTunes purchases and one for iCloud Sync. I signed into the store on my iDevice to download iWork for iOS and then when downloded I turned on sync over iCloud. It never worked. My iWorks files synced between computers but never to an iOS device. The soulion below worked for me but I had already tried other soultions that worked for others, including makeing sure everything is turned on correctly, deleteing and redownloading iWork apps, new computers, new AppleIDs and even restoring an iPhone to try to see if it would work. This solution worked on two iPhones and an iPad synching between an iMac and Macbook Pro.
To fix the issue...
1. Turn off iCloud sync in setting on your iDevice, by tapping the settings app > iCloud > Documents & Data > Toggle the switch for Docuemnts & Data to the off position.
2. Turn off iCloud sync for each iWork app, by tapping the settings app > Tap on the iWork apps (Pages, Numbers & Keynote) > Toggle the switch to the off positon for using iCloud
3. Sign ouf of the Apple Store on your deveice, by tapping the settings app > Tap iTunes & App Store > Tap on your "Apple ID: Your Apple ID" > Tap Sign out
4. Turn on iCloud by following steps 2 & 3 (but the opposite)
5. Open all three iWork apps (Pages, Numbers & Keynote) and make sure you can see your docuemnts that are in the cloud.
6. Sign back into the Apple Store by follwing step 3. (but the opposite)
