safari won't scroll down the page

I have had a recurring problem where I will open a web page in Safari and it will load completely. Then it will not let me scroll down the page - I can see only what is on the first screen. Reloading the page does not work. If multiple tabs are open, other tabs will be working fine - but one tab will not.

I have to shut Safari down and re-open it in order to load the page.

This has been going on for several weeks and I have yet to see a Software Update that fixes this problem. Others seem to have the same problem - but I'm not a high-level techie and I don't want to be doing absurdly technical things to fix this.

Can someone tell me what the problem is and how I go about fixing it?

I have Lion running on iMac.

Go to Safari Preferences/Extensions and turn all extensions off. Test. If okay, turn the extensions on one by one until you figure out what extension is causing the problem.

So there is my issue with being forced to restart - my open tabs are not being restored. When I kill Safari and restart it, it starts anew - goes to my homepage. Where is this specified? I have viewed Preferences many times and can't seem to find it.

But - the reality is that this is a problem, is it not? Based on my Google Searches, others have this problem too - and have for some time. I would think that someone might be able to address the issue and rectify it?

I've been having the exact same problem, intermittently.

If it might be a clue, I have another issue in which the mouse pointer often changes into something inappropriate, for example a double-ended horizontal arrow, or a text insertion cursor, instead of the pointer arrow (right now, for example, it's an I-beam cursor no matter what I point at on the desktop). It usually works correctly even when it looks wrong, but it's annoying.

But the failure to scroll is beyond annoying.

I have had essentially the same problem for months. When the page won't scroll when I drag the scroll bar--the scroll bar doesn't move--if I click off of Safari and then click back on Safari, the scroll bar and page will jump down to where it apparently should have scrolled to when I was trying to drag the scroll bar. It may immediately stop scrolling again, and again if I click off Safari and back onto Safari, the scroll bar and page will jump to the place I had attempted again.

It happens on lots of pages. It happens very often (every day). It also happens when another user on this computer uses Safari under her own account.

I have given up using Safari for a few weeks, and I alwasy attempt to try again whenever a Safari update comes out. At least two updates have come out since the problem started, and the problem is still here with the last update (v. 6.1.3).

This problem is just killing me now.😠

I have a MacPro running 10.7.5, I can't upgrade because its an older model but its still very powerful so I have no issues except this one.

On 3 different user accounts in both Safari 6.1.6 and Chrome Version 43.0.2357.132 (64-bit) the page is not redrawing when i click something or scroll around.

Restarting Safari fixes the problem temporarily but it returns.

If I want to watch an embedded video I often have to continuously resize the screen so I see the video play, otherwise the frame is frozen and all I get is the sound.

As a programmer I can tell something is making the redraw fail, but what?

Is there any fix? Any suggestions?
