I've installed the iOS 6.0about 4 weeks ago, and now, suddenly my shortcuts are no longer working. I tried adding new ones, deleteing old an recreating them, etc... I expect a quick RCA and solution on this apple bug!

I finally found a solution!!! You won't like it.
1) Put iOS device in restore mode (turn off unplugged - plug in and hold home till u see iTunes cable connector icon - restore to factory default and latest iOS update)
2) Restore to factory default settings
3) Treat it like a new iOS device and let iCloud do the work for u but if u had issues with it before I wouldn't restore from iCloud backup. Try it first but if it doesn't work don't worry just set up as a new device.
4) Add new keyboard shortcut. If it doesn't work turn off Docs and Data in the Cloud then back on.
5) Hold Sleep/Home in until u see apple logo. This is a hard reset.
6) NOTHING ELSE I COULD FIND WORKED BUT THIS DID AND I SEARCHED HARD!!!

This has been an off-and-on problem for at least two years. I'm tired of jumping through hoops to get my keyboard shortcuts to work consistently. WHY HASN'T APPLE FIXED THIS???
THANK YOU! With this crap keyboard and its brain dead text prediction, I was about to go crazy without my shortcuts. Dear God...Jobs...whomever: Please, please grant me Swiftkey for my ipad!

FWIW - I had the problem for the first time today, tried the reboot option suggested here but that did nothing to help in my case. What solved it for me was deleting the icloud account on the phone (shortcuts were already saved in the cloud, still working on iPad and Mac) and then signing back in again.
As I know keyboard shortcuts are saved under Documents and Data in iCloud. You could just turn off Documents and Data and then turn it back on.
