'Valid Apple ID but not an Icloud account

I have downloaded iCloud onto my PC and when I try to sign in the following message appears 'This is a valid Apple ID but not an iCloud account.' What can I do? Thanks.

iCloud-OTHER, Windows 7

Yeah and hence the name of the discussion, I do have a valid Apple ID.

That wasn't my point anyway, you tried telling me that I was lying about purchasing a laptop with iCloud in it in March 2011 because it didn't exist. It clearly did exist, point proven.

The whole reason I started this discussion was to find out why I cannot use iCloud even though I have a valid Apple ID. I understand why now, but the link I gave did not explain that.

You are incorrect, iCloud was launched on October 12, 2011, you were not using it in March 2011.

iCloud is a cloud storage and cloud computing service[3][4][5] from Apple Inc. launched on October 12, 2011. As of July 2013, the service has 320 million users.[6]

The service allows users to store data such as music and iOS applications on remote computer servers for download to multiple devices such as iOS-based devices running iOS 5 or later,[7] and personal computers running OS X 10.7.2 "Lion" or later, or Microsoft Windows (Windows Vista service pack 2 or later). It also replaces Apple's MobileMe service,[5] acting as a data syncing center for email, contacts, calendars, bookmarks, notes, reminders (to-do lists), iWork documents, photos and other data. The service also allows users to wirelessly back up their iOS devices to iCloud instead of manually doing so using iTunes.

I find it hard to believe that a windows machine doesn't come with icloud installed on it and the reason for that is because my last two computers, both hp, came with icloud already installed on it. They aren't used computers, I didn't download icloud and no one uses my computer because no one knows my password. That's literally the only reason I have icloud is because it was already on the computers themselves. Nonetheless I have this problem as well it says that my appleID is valid but not an icloud account. I don't have an Ipad, Iphone or a mac so really trying to login is a lost cause for me is what I've gathered reading everything here.

Windows machines do not come with Apples services pre-installed, someone put iCloud on your previous HP computers.

How did you open your iCloud account, you did not do it on your 2 HP machines, so how did you do it?

Again both computers already came with icloud already installed on them unless its an option to add it as one of the programs that comes with the computer when you purchase them online. So no, no one installed icloud on my computers and I didn't so don't tell me otherwise it would be greatly appreciated. Anyway icloud pops up on the computers when I get on my computer telling me to sign in to use icloud, normally I just click close and don't bother with it but I wanted to check it out yesterday so I tried logging in but it said that my appleID was valid but not an icloud account. Again I don't have an ipad, iphone or mac so there is no other way for me to access it except my hp computers.
