I wrote the answers to the security questions and now when it asks me to enter them it states the answers are incorrect. I need to authorize a new device to make purchases with this Apple ID and I can not, as I can not answer the security questions.

If none of the above work, contact iTunes Support at http://www.apple.com/support/itunes/contact/ and follow the instructions to report the issue to the iTunes Store.
On a computer, log in to your iTunes account using the same Apple ID.
Then, try downloading a free app, followed by syncing your iOS device.
I have heard that this works for some mysterious reason, but have not experienced the issue myself. Try it and let me know if it works for you.
