The file "iTunes Library.itl" cannot be read because it was created with a newer version of iTunes

Are you looking in the right place for the Previous iTunes Libraries folder, or is iTunes actually looking in the right place for the current .itl? See Recover your iTunes library from your iPod or iOS device if you need to pull back media, ratings, play counts or playlists from your device and sync it with a rebuild library.

i've lost most of my playlists and so have "swapped" my library with a copy from a couple of weeks ago which works for about twenty seconds then reverts back to the library which has lost many playlist items? why would this happen, is there something which only come into play after twenty/thirty seconds, a scan or something?

Are you using iTunes Match or Apple Music? If so sign out of those services, restore the older library file and then sign in again. Hopefully the playlists will merge rather than being replaced. If not then you will need to go offline, restore the older library, export the library as an XML file, reconnect, and then import the XML.

Probably best to keep the discussion in your thread: lost half my playlist after updating, have "swapped" slightly older library file and renamed new one corrupt, which works fopr twenty seconds then reverts back to losing half my playlist.
